The Kerala High Court on Friday directed the registration of an FIR against Pinarayi Vijayan, his daughter Veena Vijayan, and former minister Mohammed Riyas in the CMRL-Exalogic case over alleged offences under the Prevention of Corruption Act.

Justice A. Badharudeen passed the order on a petition filed by advocate K.M. Shajahan, who sought an FIR based on material forwarded by the Enforcement Directorate (ED).

The petitioner also sought to transfer the investigation to the Vigilance and Anti-Corruption Bureau.

The case arises from the ED's investigation into alleged payments of around ₹1.72 crore made by Cochin Minerals and Rutile Limited to Exalogic Solutions Private Limited between 2017 and 2020 without corresponding services.

After forwarding material indicating possible offences under the Prevention of Corruption Act to the State Police, the ED's communication led the State Government to order a preliminary enquiry by the Crime Branch and constitute a Special Investigation Team. Shajahan has challenged the decision to conduct a preliminary enquiry instead of registering an FIR.

After hearing the parties, the Court had reserved the matter on September 29, 2026.
