UP RERA Mandates Training For Real Estate Agents, Requires Certificate For Registration And Renewal
In a recent regulatory order dated 5 January 2026, the Uttar Pradesh Real Estate Regulatory Authority (UP RERA) introduced a revised and mandatory Training & Certification framework for Real Estate Agents.
The order makes completion of training and certification a pre-condition for the submission and processing of fresh registration, renewal, or amendment applications for real estate agents. It clarifies that no individual, partnership firm, LLP, company, or society can seek registration or modify its status without first completing the prescribed training programme and passing the competency examination.
The new framework has been issued under Regulation 54 of the UP RERA (General) Regulations, 2019 (7th Amendment) and aims to bridge the gap between regulatory requirements and actual practices of agents on the ground. It supersedes the earlier training guidelines issued by the Authority on 10 October 2025.
The UP RERA highlighted that the objective of the training programme is to equip agents with knowledge of the regulatory framework, a thorough understanding of the provisions and rules of the RERA Act, and to enhance the overall regulation and development of the sector.

Application:
The Order applies in the following cases:
- Fresh Registration Applications: Applications filed by individuals, firms, LLPs, companies, or societies seeking registration as a Real Estate Agent under UP RERA for the first time.
- Renewal Applications: Applications filed by already registered agents seeking renewal of their existing RERA registration.
- Amendment Applications: Applications filed to make changes in existing registration details, such as change in partners/directors, change in business structure, address modification, or other registration-related updates.
The New Mandatory Framework
The UP RERA has laid down strict operational guidelines for this new regime.
The training programme will be conducted at the notified training centres, including NIET, Greater Noida, as specified by the Authority.
The programme is structured as a four-day non-residential training, concluding with a mandatory examination on the final day. Further, the requirement applies to individual agents as well as partnerships, LLPs, companies, and societies registered as agents.
The order makes it mandatory for previously registered agents to complete training and obtain certification by 31 December 2026.
For firms and companies, at least 50% of partners or directors, or two partners/directors, whichever is less, must complete training before the establishment can apply for registration. Additionally, 25% of the sales and marketing staff must undergo training in the first phase, while the remaining personnel are required to complete training in the subsequent phase.
Fee Structure And Certification Process
The training fee has been fixed at Rs. 6000 per participant, payable online. Applicants who had previously deposited Rs. 5000 must pay an additional Rs. 1000 through their RERA portal login.
Trainees who fail the post-training evaluation may re-register for the next session by depositing Rs. 3000. However, the training fee may be forfeited if an applicant confirms participation but fails to attend even after being given an additional opportunity.
Upon successful completion of training and evaluation, certificates will be issued from the UP RERA headquarters. Based on the certificate obtained, applicants must proceed with the standard procedure for RERA registration and deposit the applicable registration fees as prescribed under the Uttar Pradesh RERA Rules, 2016, and the Regulations.
The Authority has clarified that applications for new registrations or amendments will be processed only after the applicant possesses the prescribed training certificate.
Exemption Window and Procedure
The UP RERA has provided a limited exemption from mandatory training for certain categories of individuals associated with registered entities.
Foreign nationals, Non-Resident Indians (NRIs), and sleeping or non-operational partners or directors are not required to undergo the prescribed training, provided they are not involved in operational or real estate agent activities as defined under Section 2(m) of the Real Estate (Regulation and Development) Act, 2016.
To claim the exemption, the individual must upload self-attested copies of the Partnership Deed, Memorandum and Articles of Association, or Incorporation Certificate (as applicable), along with a notarised affidavit confirming their non-operational status. These documents must be submitted during online training profiling.
Individuals granted exemption will not be counted while calculating the requirement of 50% of partners or directors, or the minimum two-director training mandate.
Compliance Declaration
To ensure phased compliance, entities are required to submit the prescribed undertaking as mandated under the order, confirming that the remaining personnel will complete the training within the stipulated framework.
The order came into effect immediately from 5 January 2026, with existing registered agents required to comply by 31 December 2026.
